Referring to my letter of the 25th of Mar., I have the honour to inform you that the first places in H.B.M. dominions at which the Imperial Government will ask permission to appoint Consular officers at various places in Hongkong, the Straits & Settlements, and that, in view of the importance of these appointments being conferred on men of experience & ability, I have submitted the name of Marquis Tseng to the approval of the Tsung-li Yamen, and it has been approved.
